Adopted in 1977, the Hillside Overlay Ordinance sought to protect homeowners' investments by considering neighbors' rights with concern for view, light, air, and privacy when a proposed nearby structure or remodel affects them. In 2000, the "Hardship Clause" was shortened at the request of the Planning Dept., leading to the removal of the city's earlier definition of "hardship." 20+ years of confusion and conflict among neighborhood residents and city officials have ensued. Torrance must enforce a clearly defined Hillside Overlay Ordinance in the best interest of all residents.

We are asking City Officials to reintroduce the verbiage of the 1985 "Hardship Clause" as it will:
1. Provide a clear definition of "Hardship" and
2. Enable the city to verify "Hardship" based on this definition.

Architecturally desirable homes & remodels can be achieved using sensitivity and intelligent planning. We urge the City of Torrance to reinstate the 1985 clarification of "hardship." Torrance must enforce a clearly defined Hillside Overlay Ordinance that focuses on property.
